Role Description Overview:

The Citi Treasury Investments (CTI) group manages over a $500 billion portfolio consisting of Issued Debt, Intercompany Borrowings & Placements, AFS/HTM Securities, and Derivatives. CTI is responsible for managing central liquidity and investment portfolio, executing the foreign exchange hedge program, providing US dollar financing to other trading desks, and management of the USD interest rate risk in banking book to achieve Citi’s desired net interest position.  In addition, issuance of benchmark debt and structured notes, credit card securitizations and liability management for all capital securities issued through Citigroup and CBNA.  Further, the CTI Chief Investment Officer acts as Executive Sponsor for the CCAR AFS/HTM Workstream. 

The CTI Regulatory, Risk and Controls Lead will be accountable for management of CTI’s regulatory compliance as well as management and oversight of the business wide Risk and Controls Agenda.  The role reports to Citi Treasury Investment’s (CTI) Chief Operating Officer within the CTI Analytics group and will partner closely with CTI workstream leads as well as support functions to ensure full coordination of efforts and clear reporting to internal and external stakeholders.

The ideal candidate should demonstrate proven ability to lead a team and work together with multiple stakeholders across the business, the broader Treasury team, Markets and Non-Markets businesses, Compliance, Finance, HR, O&T and Risk.  The role requires strong analytical, interpersonal and leadership skills that rely on influence and building effective partnerships to execute key business plans and controls in a systematic, measurable, and effective way.

Key Responsibilities:

Governance, Risk & Controls

  • Manage a team of Risk and Control professionals
  • Chair/support governance forums
  •  Collaborate with ICG senior executives and CTI Desk Heads to establish and maintain an open line of communication to align on strategy and priority and ensure appropriate understanding of CTI mandates and capabilities
  • Own development of Risk and Controls capabilities
  • Drive various regulatory initiatives and support CTI Analytics in responding a variety of regulatory consent orders.
  • Oversight and governance of business wide controls ensuring appropriate monitoring, consistency, standardization and overall effectiveness.
  • Lead and empower CTI team to drive effective Risk and Control related changes and ensure strategic consistency with program deliverables
  • Establish and maintain ongoing Risk Assessment process to ensure alignment to strategy, appropriate prioritization and effective compensating controls where necessary

Regulatory Compliance

  • Act as key lead and coordinator for all Regulatory, Internal Audit, ICRM and ORM reviews and/or exams, providing materials and address any concerns arising from these reviews
  • Lead compliance efforts on behalf of the business for all applicable internal and regulatory standards
  • Work with Front office desk heads to continue to instill a strong culture of conduct and control
  • Drive strategic Risk & Control agenda initiatives on behalf of CTI and implement enhanced process enhancements or systemic controls where appropriate

Qualifications Include:

  • 15+ years of experience working in the finance industry
  • Minimum Bachelor’s degree: MBA or other advanced degree is a plus
  • Experience in design and/or documentation of processes across businesses and regions.
  • Exposure to trade management, trade support and regulatory reporting.
  • Knowledge of financial products & services, particularly Interest Rate and FX products; knowledge in FAS 133 Hedge Accounting is a plus
  • Ability to lead, manage, motivate, and influence a diverse population of direct reports.
  • Excellent communication and interpersonal skills, with the ability to engage with a wide variety of people across functions / seniority
  • Excellent partnership and influencing skills with the ability to mediate discussions and draw consensus
  • High energy, diplomatic, self-starter with a flexible and pragmatic attitude and a desire to show continued progress 
  • Proficiency in MS Suite and MS Visio.
