Citibank, N.A. seeks an Applications Development Technical Lead Analyst for its O'Fallon, Missouri location.

Duties: Review requirements and design software solutions. Write mainframe batch and online Cobol programs. Perform Application Manager Duties for CSI applications. Manage and lead offshore teams. Interface with managers and leads of other groups that are part of the SDLC process such as NAQE Testing, Business Analysis, and various Mortgage and Retail Bank business partners. Participate in COB testing for supported applications. Conduct on call support for development and production issues / problems. Utilize the mainframe suite of development tools to design, configure, test, and provide production support for mainframe application solutions. Gather and document technical requirements, code specifications, test plans and results, and other deliverables required for discrete projects. Provide development and production support for mainframe applications utilizing FileAid, SQL, Intertest, as well as mainframe related messaging protocols. Provide architectural direction for application enhancement. Resolve complex issues and projects through in-depth evaluation of business processes, system processes, and industry standards. Perform load testing and monitor performance of the application. Engage in post-implementation analysis of business usage to ensure successful system design and functionality. Install and support customer exposure systems and recommend advanced programming solutions. Recommend and develop security measures and define operations standards, perform root cause analysis, and mentor lower-level analysts. A telecommuting/hybrid work schedule may be permitted within a commutable distance from the worksite, in accordance with Citi policies and protocols.

Requirements: Requires a Bachelor’s degree (or foreign equivalent) in Computer Engineering, Computer Science, or related field and 5 years of progressively responsible, post-baccalaureate experience as, Applications Development Tech Lead Analyst, Associate Consultant, Software Engineer or related position performing impact analysis, requirements elicitation, and detail designing for enhancements in the banking and financial services industry.  5 years of experience must include: Mortgage and Retail Banking processes and associated internal and external interfaces; Managing all work related to offshore contracting resources and guiding management on performance of offshore team; Application Management and all the associated Risk and Compliance tasks associated with that role; Understanding the requirements around the controls associated with Safety and Soundness activities related to CFPB, OCC, and other government agencies; and Software development tools and resources needed to perform mainframe development (Infoman, Changeman, Service Now, Expeditor, OPC, Fileaid, ISPF, SDF).
