The Business/Function Quality Control Lead position is part of the HR Controls team that is being formed to respond to the FRB and OCC consent orders and other regulatory initiatives.  We are at a pivotal moment of redefinition across our franchise as we transform our risk and control environment to one that is stronger and simpler. This change requires a high degree of focus, execution, attention to detail and change management across the first and second line Functions.

This position will play a critical role in ensuring that Consent Order commitments are sufficiently designed and sustainably implemented to pass validation from both Internal Audit and a regulatory perspective.

HR Controls – Business/Function Quality Control Lead is a strategic professional responsible for executing quality control (QC) of HR consent order milestones. The ideal candidate will have audit, risk, controls, compliance and or regulatory experience, be proactive, able to deal with ambiguity and multi-task, analytical, strong process and detail orientation, operate with a high degree of collaboration and enjoy driving results.

This role reports to the HR Controls – Business/Function Quality Control Sr. Group Manager as part of the HR CAO organization.

Responsibilities:

  • Orchestrate and lead the review and challenge of the regulatory milestone’s validation and remediation effort

  • Develop testing strategies, manage projects and stakeholders' expectations via early engagement to ensure timely and quality closure of the regulatory review

  • Review, challenge and monitor the risk to the progress of assigned milestones and review and challenge the root cause and path to remediate the risk, if any

  • Collaborate Transformation Execution Lead to ensure program scope and status is aligned with target state regulatory and supervisory expectations, resolve challenges and reduce risk, if any and close identified gaps

  • Provide consistent monitoring, escalation and diligent check and challenge from conception to closure of critical audit and regulatory milestones assigned

  • Ensure all stakeholders are identified and included in audit and regulatory milestone scope definition activities to achieve timely validation of key milestones. This includes the ability to effectively work with internal audit, risk and control functions, first line business areas and compliance for independent validation of the artifacts and deliverables supporting design and implementation validation of milestones.

  • Drive adherence to Transformation program processes, and standards for and serve as a thought leader across the programs

  • Identify and drive resolution of issues, including those outside established projects of work. Collaborate on reviews of each program’s defined scope, target state, and success criteria to ensure it fully addresses the letter and the spirit of the regulatory feedback, broader supervisory expectations and underlying issues and root causes, and is embedded in a broader strategic vision.

  • Work with the HR project teams and HR Milestones / Deliverable owners as well as Enterprise Transformation and the Program Group Leads to assist in the design of required outcomes to meet Quality Control Procedure requirements

  • Lead planning and execution quality control (QC) of HR consent order milestones

  • Assess the adequacy of milestones remediation to address the intent and cause of the milestone

  • Assess the adequacy of OTAs (One Time Actions) in relation to the Milestones and commitments, and their contribution to remediation

  • Execute reasonable procedures to assess the achievement of Sustainability, i.e., whether new and amended Key Controls have been implemented effectively and are performing as designed

  • Escalate emerging risks and concerns to the Responsible Owners thought the milestone lifecycle

  • Ensure that the closure process of milestones is completed within the letter and spirit of regulatory commitment prior to IA validation

  • Ensure effective governance is in place and advise where gaps are identified

  • Facilitate issue resolution

  • Support Milestones / Deliverable thorough the whole lifecycle: Review Planning and scoping

    • Review Design of new or enhanced control

    • Review One-time remediation

    • Review Sustainability & operating effectiveness

    • Review Closure package

    • Review business requirements

  • Provide oversight and credible challenge over the Milestones and Deliverables

  • Establish strong relationships with stakeholders across Citi at all levels, businesses and locations, providing a broad understanding of the organization while building relationships throughout Citi

  • Partner with Enterprise Transformation and the Program Group Leads as well as Organization PMOs to achieve expected levels of sustainability to meet regulatory expectations, reduce risk, address article, gaps and to pass Internal Audit validation

  • Lead interaction with Transformation Lead Quality Control team and Internal Audit including agreement on closure criteria, preview of closure material and questions

  • Document quality control activities throughout the Milestone lifecycle according to Central Program PMO and TPO standards for check and challenge and IA validation

  • Prepare and maintain evidence in the form artifacts to support completion of each deliverable

  • Partner with RBCM owners and Execution leads to focus on continuous control improvements across all areas to ensure continued improvement of the control framework in an efficient, cost effective, streamlined, and value-add manner

Qualifications:

  • 10+ years of experience in internal audit, risk management, regulatory, quality control, compliance, or a related field

  • Sound knowledge of internal audit and regulatory validation of risk management capabilities.

  • Strong leadership skills with a proven track record in driving positive and sustained change as a risk professional, risk auditor or risk regulator working on large regulatory or strategic cross-functional risk and control transformation initiatives in the financial services industry.

  • Risk management, controls, risk governance and capabilities maturity experience preferred along with a strong business understanding of Personal banking, Wealth Management, Banking, Markets and Services products.

  • Demonstrated experience in leading effective cross-functional risk program and stakeholder management including risk managers, business areas and first line control, internal audit, and regulators.

  • Demonstrated ability to think strategically and analytically and to creatively problem solve.

  • Ability to plan and organize, working well both in a team setting and independently. General understanding of relevant banking regulation and supervisory expectations for large complex financial institutions

  • Well-developed listening skills and a strong ability to engage with colleagues at all levels.

  • Articulate and effective communicator, both orally and in writing.

  • Strong interpersonal skills, with evidence of working in collaboration across large organizations, including a proactive and 'no surprises' approach in communicating issues/requests/escalation.

  • Experience of HR processes and associated regulatory requirements, risks and controls

  • Solid understanding of relevant banking regulation and supervisory expectations for large complex financial institutions

  • Strong knowledge of relevant Citi Policies, Standards, and Procedures

  • Excellent organizational and communication skills

  • Ability to work collaboratively with cross-functional teams

  • Detail-oriented and thorough in documenting observations and concerns.

  • Openness to challenge and continuously challenging the status quo

  • Strategic thinker with strong analytical skills and the ability to translate complex concepts in a concise manner

  • Ability to set priorities and manage multiple projects simultaneously in a fast paced, highly matrix, dynamic environment

  • Ability to garner support and secure buy-in across a wide range of stakeholders and to create a strong network of relationships among peers, internal partners, external constituencies, and decision makers

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency

Education:

  • Bachelor's degree/University degree or equivalent experience Master's degree preferred

We are currently working on a hybrid schedule consisting of 2-3 days in office and the remainder remote (specific details depend on location and business group). This is not a remote only role.

Primary Location Full Time Salary Range:

$130,880.00 - $196,320.00
